SP opposes reservation in promotion to SC, ST without OBC Reservation

Samajwadi Party (SP) finally makes clear stand and opposes Reservation to SC, ST Category in Promotions when Govt. is all set to bring a Constitution Amendment Bill to help States in providing reservation in promotions to Scheduled Castes and Scheduled Tribe employees. However, Samajwadi Party said the move would do injustice to OBCs. Some States are facing legal problems with the Supreme Court striking down reservation in promotions, so the Centre will try to help them. “If need be, the Government will bring a constitutional amendment,” he said. Supporting the move, Bahujan Samaj Party (BSP) chief Mayawati said even her party had asked the government to amend the Constitution to provide the quota. In the meeting, Lok Janshakti Party (LJP) chief Ram Vilas Paswan also requested the government to bring a bill for the reservation of SCs and STs in promotion of jobs.

With this the Congress hopes to tap at least over 45% of the SC and ST votebank in rural areas and over 26% of OBC votebank in rural India. As per TOI Report Samajwadi Party has begun to mount pressure for bringing promotion quota for OBCs. Sources said SP MPs asked OBC parliamentary forum chairman Hanumantha Rao to convene a meeting at the earliest to discuss the issue, failing which the party would take the initiative. "The party is not opposed to reservation in services for Dalits but it is opposed to reservations in promotions as well as consequential seniority. The most objectionable section of the proposed bill is related to seniority. It is this section because of which very junior officers of Dalit category jump to seniority even above those non-SC/ST officers who are 10-15 years senior to them," said SP parliamentary party leader Ram Gopal Yadav. "The result of is far reaching, it will affect the efficiency of the bureaucracy, there will be heartburn among all non-SC/ST officers and employees of the country and the ultimate result will be that in the entire country, after a couple of years not a single officer from the general, OBC or minority community will be at the rank of secretary," he claimed.
